The Tactical Negotiator’s Blueprint is a special weapon that can be obtained through Call of Duty: Modern Warfare 3’s Zombies mode, similar to the series’ DMZ mode weapon mining. There is a process to get it, and this guide will break it down.
How to find the Tactical Negotiator Blueprint in Modern Warfare 3

Blueprint weapon can be earned by defeating the Legacy boss at Legacy Fortress, northwest of the center of the map in box D2, in Zombies mode. However, players can’t just go there to beat the boss. Here are the steps to follow :
- Get yourself a Fortress Keycard by completing a Mercenary Camp or purchasing it at the Buy Station for 2,000 Gas Points.
- Use the card to enter any Mercenary Fortressclean it and open the safe.
- Take the icon Fortress Keycard – Heirloom Item.
Players must also upgrade at least one weapon to level two with the Pack-a-Punch, and have two or three plate armor before attempting the fortress. Having a team with at least two other players will also help.
How to get the Tactical Negotiator Blueprint in MW3 Zombies
With the key card in hand, head up the hill until you reach Legacy Fortress to be greeted by an army of soldiers, sentries and even an attack helicopter. Go slowly and eliminate all threats before opening the main building with the keycard.

There will be more enemies, traps and lures that will flashbang you when fired at you. Carefully go upstairs and take out Legacy in his office with bullets. This will complete the Fortress and open a reward portal with random rewards and the Tactical Negotiator Blueprint.
