So far we only know of two ways to get golden keys and that is by delivering cargo and rebuilding the city after a catastrophe has struck. The latter will probably only become important for many players later, so you should initially concentrate on cargo deliveries.
Golden key cargo deliveries
As soon as you have built a port in your city and connected it to the water, you can access a cargo ship. In this cargo ship you can make individual cargo deliveries and if you do this, you will receive gold keys as a reward in addition to normal Simoleons. It is important that you actually complete these deliveries and deliver the required products to the ship on time, because this is the only way you have a chance of getting golden keys.
For example, if you need to deliver 3 baking ropes and 3 hammers to the ship as cargo delivery, then you have to deliver these products to it and beforehand you can see the reward for this below. If you do not manage to deliver the product to the ship in the allotted time, you can speed it up by using additional SimCash. Because as written above, you only get the golden keys in SimCity BuildIt if the task is completed before the ship leaves.
