While the skills are active skills, the benefits are mostly passive skills such as an additional weapon slot, increased carry limit for items and ammunition or even XP boosts. You get the SHD technology for various actions. On the one hand, you get the SHD tech by completing main and side missions, and on the other hand, there are also the so-called SHD containers that are scattered around the map. To uncover the SHD containers in an area, you should take the safe houses and interact with the terminal or laptop there. This will show you the locations of the SHD containers on the map.
