If you want to slow down time in Cyberpunk 2077, you have to visit a Ripperdoc. The Ripperdocs are spread throughout Night City and you can purchase various cyberware there. There are a total of 15 Ripperdocs, which are displayed on the map with a pliers symbol. Slowing down time via cyberware

The cyberware called “Kerenzikov” not only allows you to aim and shoot your weapon while dodging, but it also slows down the time of blocking, aiming, and attacking when you perform a dodge. The evasive maneuver means dodging to the side or forward by, for example, pressing the W button, S button or D button twice in a row.
