.fr domain name: what are the rules to follow?

On the occasion of the SEO Camp’us 2023, Afnic, the French association for internet naming in cooperation, came to provide advice on the registration of .fr domain names. It is this association which checks, most often on referral, the validity of these domain names. Its mission is simple: “Contribute to a safe and stable internet, open to innovation, where the French internet community plays a leading role. » For Élodie Beillard and Mickaël Vigreux, both members of theAfnic, “it is interesting to share good and less good practices in terms of domain names”that is to say what to do, but above all what not to do!

Best practices for choosing your domain name

To choose your domain name, what are the good thoughts to have upstream? The first thing to ask is name availability. “Check-in is on a 1st come, 1st served basis”, recalls Afnic. It is therefore essential to check whether the chosen domain name is free. For this, it is possible to consult the file Whois from Afnic. This is a directory that lists all the domain names managed by the association, in .fr, .re (Reunion), .yt (Mayotte), .pm (Saint-Pierre-et-Miquelon), .wf (Wallis-and-Futuna) and .tf (French Southern and Antarctic Lands).

It should then be asked whether or not the chosen domain name infringes intellectual property or personality rights. This attack can concern people, companies, institutions. For example, it will be difficult, if not impossible, to register domain names such as “bonjour.gouv.fr”, “macron2027.fr”, “bordeaux.fr” or “lenomdemonconcurrent.fr”.

When a domain name is available, anyone can register it. But by using the names of known services, of a competitor, of a public figure, you expose yourself to the initiation of control or legal proceedings.

Last point, you will have to check that a brand is not already registered, even if it has not registered a domain name. Because if she decides to set up a website, she will be able to assert her right to “her” name, which is intended to become the domain name. To ensure that this is not the case, it is therefore advisable to inquire with theINPI.

How to register your domain name

The registration of a .fr domain name is not done with Afnic, but with the registrars. There are about 400 of them. “We recommend selecting a few, and comparing their services and prices”recommends Élodie Beillard.

How to identify the holder

It is then necessary to identify the holder. To do this, Afnic advises you to answer these few questions:

  • Who should have rights to the domain name?
  • Who can decide to sell it?
  • Who will be able to decide on the associated content on the website?
  • Who will be responsible in case of disputes?

By answering these questions, you will be able to know who will own the domain name. “The domain name is an intangible asset of the company”makes a point of specifying Mickaël Vigreux.

The Importance of Whois

As mentioned earlier, Whois is a directory set up by Afnic that lets you know if a domain name is available or not. But this is not its primary vocation. “Whois aims to provide accurate administrative information about the domain name holder and the various contacts associated with it, as well as technical information relating to the domain name itself”, can we read on the Afnic website. It should be filled in carefully. “The Afnic Whois is the only valid database, it is very important to note that. You have to enter the right data in the Whois, that’s the basis »insists Mickaël Vigreux.

Mandatory rules for registering in .fr

To be eligible for registration of a .fr domain name, certain rules must be observed. If the holder is a natural person, he must:

  • Be reachable by email and phone,
  • Reside on the territory of a country of the European Union.

If the holder is a legal entity:

  • Be reachable by email and phone,
  • Reside on the territory of a country of the European Union,
  • Be active in the commercial register.

Good practices once the domain name has been chosen

Now that you have chosen your domain name, what are the best practices to put in place? Here is Afnic’s advice:

  • Quickly approach your registrar: to register your domain name, as well as some variants so as not to be preceded.
  • Check the information related to the different contacts in the Whois: in particular that the holder indicated is not a service provider.
  • Provide their registrar with up-to-date contact details: failure to comply with this criterion may lead to the deletion of domain names from the holder portfolio.
  • Renew the domain name before expiration: by approaching the registry office before the anniversary date. There is a redemption period of 30 days before the domain name falls back into the public domain, but the registrar can refuse the renewal a posteriori, so it must be anticipated.

It is also possible to file the domain name as a trademark with the INPI.

What are the risks in the event of non-compliance with good practices?

If you do not follow the best practices below to the letter, you may expose yourself to checks and even prosecution. Here are the risks involved:

  • The opening of a verification procedure: it most often results from the unreachability or ineligibility of the holder. It consists of three phases, impacting the holder’s entire portfolio, with a freezing phase for 7 days, a blocking phase for 30 days and a deletion phase. Upon receipt of the supporting documents, the procedure is closed.
  • Be contacted by a rights holder or a lawyer: an amicable procedure can then be set up between the two parties.
  • To be contacted as part of a mediation: possible measure from July 3, which makes it possible to unblock a communication impasse. “Both parties are free to find an arrangement”specifies Élodie Beillard, Afnic contenting itself with bringing them together.
  • The opening of an extrajudicial PARL procedure: it may be initiated if the rightful claimant demonstrates an interest in acting, in particular if the domain name is likely to infringe public order, good morals, rights guaranteed by law or the constitution, intellectual property or personality rights, or if the domain name is identical or related to those of the French Republic, a local authority or a group of authorities.
  • The application of a court decision: these measures will impact the state of the domain name, by freezing, blocking or deletion, or involve the forced transmission of the domain name. “Afnic must comply with it and must maintain the new state for as long as the judge requires. »

Will the blue card tested by FIFA come to EA Sports FC? This is how long it took for the rest of the new rules such as the VAR or the spray for fouls

Unlike North American sports, where completely key aspects of both the organization of the competitions and the game itself are reworked almost annually, soccer It took a little longer to make these changes. Of course, the speed at which they have occurred has accelerated significantly in recent decades.

In addition to the inclusion of video refereeing, hydration breaks, or even tweaks to the positional offside that we have experienced recently, something else would be about to land in football. According to The Telegraph a few days ago, the IFAB (International Football Association Board) is considering introducing a new card to add to the referees’ arsenal.

It would be blue and would make a team is outnumbered for 10 minutes, instead of the entire match as happens with the red. Two blues are equivalent to one red, as is the case with yellows, and one of each also has the same result.

The question that interests us on this website is not so much what happens in the real world, but rather its translation to sports video games, and more specifically to EA Sports FC, the main one when it comes to football. Perhaps it is not the most faithful to reality in terms of national quotas for European competitions, or representation of idiosyncrasies of specific teams (will they ever find out how Athletic Club works?), but it has proven to add new features to the rules within of the grass with a certain speed.

Realism yes, but not at any price

When I was able to try EA Sports FC before launch, I also had the opportunity to speak with several of the title’s developers. One of the things they told me is that the expression of reality on the part of the video game must be subordinated to funor that at least there must be a balance.

This means that there is not always the same speed when implementing changes. Going back to previous examples, it makes no sense to add hydration breaks, because they only provide realism at the cost of breaking the rhythm of the meeting.

A curious case was that of spray for fouls. This evanescent spray It was introduced to the general public at the 2014 World Cup in Brazil, and would arrive in the video game about a year later, in FIFA 16. Of course, the use of the spray in the real world was denounced by its creators, and FIFA lost millions.

The use of the spray in the real world was denounced by its creators, and FIFA lost millions

The opposite case would be VAR, which has not yet reached EA Sports FC, despite the fact that it is fully established in national, European and international competitions. Although it is in Football ManagerElectronic Arts’ football simulator franchise has not taken the step.

Since the refereeing in EA Sports FC is already done by a non-failing AI, there is no uncertainty in this matter. Furthermore, this would affect the fluidity of the encounters, especially if we talk about the online aspect where everything is so measured, even in the players’ pause time.

Blue cards still have a long way to go to reach all world football competitions. If it occurs, and since it is something so important in sport and not like VAR, which covers things that happen off the pitch, There is no doubt that he would come to EA Sports FC. There would be too much difference between reality and the game.

The point is that Electronic Arts would surely not like to have to do it, which already has a solid basis in its rules, and this would force it to create more disadvantages in competitive and online matches, where they will surely not take the novelty well at all.

The ‘Big Four’ admit to breaking independence rules in audits

PwC, Deloitte, EY and KPMG, known as the Big Four together with KPMG as they are the audit and advisory companies in the world, they have admitted hundreds of violations of regulations designed to protect the independence of their audit work, as announced Financial Times.

According to the prestigious financial newspaper, the accusations come a year after the Public Company Accounting Oversight Board (PCAOB) approved new auditing rules. The PCAOB decided in 2023 to routinely include data on violations of the independence of the audit firms it oversees.

The US regulator requires audit firm staff and their immediate family members to disclose comprehensive financial information, including about their investments, and prohibits employment and financial relationships with audit clients that could undermine the firm’s independence.

PwC has reported that it had detected 129 violations of independence rules affecting 74 clients. PCAOB inspectors had found another when inspecting audit work in 2022.

Deloitte has indicated that it reported to the authorities 129 violations with 78 clients in 2022 and 107 non-compliances with 53 clients in the 2023 inspection cycle.

EY has noted that it had found independence breaches affecting 3% of its audits in 2022. KPMG is the only one of the Big Four which has not yet communicated its figures. According to the auditing firm, they will be made public in upcoming PCAOB inspection reports.

According to the Financial Times, the three auditors who had admitted violations concluded that there were no cases in which the independence of an audit was truly compromised.

LoL URF (Ultra Rapid Fire) mode explained: rules,…

URF is one of the most popular game modes in League of Legends and it will be returning soon. But what exactly is URF? Let’s go over everything you need to know about this fun mode, which will be playable in the first half of Season 14.

The first time URF (Ultra Rapid Fire) was released was in 2014. Since then, it was a fan favorite and was playable for 3 whole months (much longer than Riot Games actually anticipated ). However, the last time the game mode returned was in February 2023, almost a year ago now.

Now, URF will finally make its return for 2024. But what if you just started playing LoL and don’t really understand all the hype around this game mode. Well, we are here to tell you everything, including rules, release window, leaks, and anything else you could ask. So, let’s dive right in!

URF | All rules and changes

URF is a fast-paced League of Legends game mode designed for shorter, more action-packed matches in Summoner’s Rift. Champions can reuse their abilities extremely quickly and at no cost.

Awesome Buff from Incredibly Awesome Buffing

All champions have an insane permanent buff that changes the way the game is played. The two most important effects are on the one hand 300 haste abilities (equivalent to 75% reduction in recharge time) and on the other hand the removing mana and energy costs capacities.

For more details on the buff, check out the list below (there are tons of adjustments in URF). By the way, the buff is called “”. It’s something?

  • Reduced mana and energy consumptionby 100%
  • Healthcare costs reduced by 50%
  • +300 AH, Summoner Spell Haste and Item Haste
  • +25% tenacity
  • 60 Bonus movement speed
  • Bonus attack speed is multiplied by (1.5 for the melee/2 for distance)
  • Agreement on critical strikes 25% additional damage
  • Champions who use mana conversion 35% from Mana Bonus to Health Bonus, and 100% from Bonus Mana Regeneration to Bonus Health Regeneration

There may also be specific buffs or nerfs for champions, especially for URF. These are displayed as follows:

  • This unit treats X% from its normal damage
  • This unit receives X% from its normal damage

Some of the upcoming champion and rune changes for URF have already been leaked on Twitter/X:

URF changes:
– Ezreal Q cooldown refund reduced from 0.5 seconds to 0.33
– Gragas E cooldown refund set to 0.25 seconds
– Tahm Kench Q cooldown set to 14-10 seconds.
– Zilean Q cooldown is set between 18 and 14.4 seconds.
– Zilean W cooldown is set between 25.2 and 10.8 seconds. pic.twitter.com/UXVT5j8TQH

– Spideraxe (@Spideraxe30) January 18, 2024

But what about all those heals and shields? So are Soraka and Karma directly OP? Below you can see other important adjustments specifically for URF:

  • Embargo on care
    • Healing effects are only 50% effective at the start of the game.
    • efficiency increases by 1% every 30 seconds, up to 100% efficiency after 25 minutes
  • Shield Overload
    • Shield strength (excluding Ultimate shields) is reduced by 30%

Champion cannon

Usually there is a cannon in front of each team’s fountain. By clicking on it, you have 10 seconds to jump anywhere up to maximum rangewhich is located on approximately half of the Summoner’s Rift map.

By getting started, you will fly to your target location and deal 120 to 460 (depending on level) magic damage and knock down all enemies in the area. Imagine your enemies dying just because you land on their heads. Just the thought makes us smile.

Gold Income, Level Cap and Early Redemption

Top 5 URF champions in League of Legends

View the gallery

Since the game will end much faster, Riot has added additional adjustments regarding gold income, level cap, and buyback option.

You obtain increased gold for minions. When a nearby minion dies, you will also receive an amount of gold, regardless of whether the last hit was successful or not.

Then the maximum level is increased to level 30which means you will get a lot more bonus stats for your champion throughout the game.

Last but not least, you can also go early to 8 minutesor go normally to 10 minutes instead of waiting 15 minutes. If someone is AFK, you can of course go to any point in the game after a few minutes.

Changes to Summoner Items and Spells

With all of these improvements and changes for URF, some summoner items and spells simply don’t fit the game mode and need to be adjusted or removed.

This is why articles like Gather, Dark Seal/Soul Stealer of Mejai And Vigilant Protection Stone/Vigilant Protection Stone are all disabled.

HitThe billing rate is reduced to 30 seconds from 75 seconds, and the cooldown time between charges is also reduced to 10 seconds from 15 seconds. Teleportation on the other hand it is direct disabledsince you can still use the Champion Cannon.

Changes in the Jungle

We’ve also made some changes to the jungle for Dragons and Baron Nashor:

Duck

  • Initial spawn time reduced to 4 minutes
  • Respawn time reduced to 2 minutes and 30 seconds
  • Health is dramatically increase

Baron Nashor

  • Initial spawn time reduced to 10 minutes
  • Respawn time reduced to 5 minutes
  • Health is dramatically increase
  • Grants both the Hand of the Baron (enabled recall + Baron buff) and generates a Eye of the Herald when he is killed

Alternative URF versions

There are additional alternatives in the game mode, such as URF like All random fashion and a Blind choice fashion. Usually only one of them is released within a certain time frame. But to be honest, Blind Pick URF is much more fun than other game modes, since you can have a lot of bad luck with your champions in All Random URF.

URF release date

Even though we don’t have an exact release date yet, we did receive some information from Riot Games itself. In their season 14, Escape from a riot that the URF, as well as One for All, will return in the first half of this year.

However, URF is rumored to be released with Patch 14.3 February 7 and will last until the end of patch 14.4 with the Lunar Revel 2024 event. In addition to this, we can also salute the new ADC Cover with patch 14.3. If not, what would be the best time for URF to release!
